Kaleb Raever

Assistant Legal Counsel

Bio

Kaleb Raever was raised in Newport, Oregon, where he graduated from Newport High School in 2019. Kaleb earned his bachelor’s degree in politics, Policy, Law, and Ethics from Willamette University in 2022. He then attended Willamette University College of Law, where he earned his Juris Doctor in 2025.

Kaleb began working with OSBA’s legal department as a law clerk during his first year of law school and continued in that role throughout all three years of his legal education. As a law clerk, Kaleb gained experience researching a wide range of legal issues affecting Oregon school districts, drafting legal memoranda and other written work, and assisting OSBA attorneys with legal research and analysis. His time with OSBA provided him with experience addressing legal issues facing public entities and Oregon schools.

Following law school, Kaleb joined Yamhill County as an Assistant County Counsel. In that role, he advised county departments and officials on a variety of legal matters and gained experience providing practical legal guidance to a public-sector client. His work included legal research and analysis, drafting and reviewing legal documents, and assisting the County with matters involving local government and public-sector law. His time with Yamhill County further developed his experience advising public entities and navigating the legal issues that arise in local government.

In 2026, Kaleb joined OSBA’s legal department as a practicing attorney, bringing with him experience in both education and local government law.

Kaleb is a member of the Oregon State Bar. In his spare time, he enjoys exercising, playing golf, and spending time with his family and friends.
