What it does: A few small school districts host a small number of foreign exchange students in dormitories associated with the local district school and have done so since before the 2010-11 school year. Currently, those students are considered residents of the local school district, and the district receives extra weights in the State School Fund distribution. HB 4044 would remove a sunset on this provision and would continue to allow foreign exchange students residing in dormitories to be considered resident students for purposes of State School Fund distributions, if the dormitories existed in the 2010-11 school year.

What it does: According to a survey conducted by the Hope Center for College, 47% of community college students and 42% of university students nationwide (86,000 students surveyed, from 123 institutions, in 24 states) were food insecure during the 30 days prior to taking the survey. Oregon universities and colleges have already responded to food insecurity by providing a variety of programs, including campus food pantries, harvest share free food markets, food packages and meal swipe donation programs. This bill would direct the Higher Education Coordinating Commission to develop recommendations on how Oregon's community colleges and public universities can best combat food and housing insecurity among their students.

What it does: This bill would permit students participating in post-secondary, noncommunity college, intercollegiate sports to earn compensation for coaching or related services and to use their name, image or likeness to retain professional representation or an athlete agent.
