The Oregon Department of Education Early Learning Division commissioned Portland State’s Center for Improvement of Child and Families Services to interview families with a child who had been expelled from an early learning program, families in underrepresented communities and rural areas, and families in LGBTQ communities.
Although the families had unique perspectives, they shared a need for high-quality, affordable and accessible caregivers, the report said. Families also want more caregivers who reflect their identities, and they asked for more investment and support from the state.
