OSBA officer and board roles and responsibilities

OSBA board member and officer roles and responsibilities 
President President-elect Vice president
Secretary-treasurer Immediate past president Board member

The president shall preside at all meetings of the association and of the Board of Directors; shall appoint all committees, consistent with the OSBA constitution and subject to the approval of the OSBA board of directors; shall call all regular and special meetings; and shall be an ex-officio member of all committees. This person serves for one year.

Attend:

NSBA Advocacy Institute (January-February) NSBA Annual Conference (March-April); two NSBA Pacific Region meetings (August and October); OSBA Annual Convention and Annual Membership Meeting (November); Fall regional meetings (preside at those attended); OSBA Board of Directors meetings (Jan., March/April, June, Sept., Nov., and other meetings as needed)

Delegate responsibilities:

  • Voting delegate to NSBA Delegate Assembly
  • Voting delegate at NSBA Pacific Region meetings
  • Serve on regional Nominating Committee at August Pacific Region meeting

Chairman and presiding responsibilities:

  • Chair OSBA Board of Directors meetings
  • Chair OSBA Executive Committee meetings
  • Preside at other OSBA conferences, such as Summer Board Conference (July)
  • Preside at OSBA Annual Convention and Annual Membership Meeting (November)

Recommend to the board for approval:

  • Names of persons to serve as OSBA liaisons or representatives to organizations such as OSAA, Quality Education Commission, PERS Advisory Board, Special Education Advisory Council, etc.
  • Names of persons to serve on ad hoc committees

Duties:

  • Serve on OSBA Legislative Policy Committee
  • Serve on OSBA Budget Committee
  • Serve on OSBA Legal Assistance Trust
  • Bring greetings to various organizations, such as PTA Conference (April), COSA Conference (June), Oregon School Law Conference (December)
  • Meet with the executive director regarding his/her evaluation
  • Other duties of OSBA board members
  • Serve on Executive Committee

    The president-elect shall assume the powers and duties of the president in his or her absence and, when a vacancy occurs in the office of president, shall serve in that capacity for the remainder of the term. The president-elect shall automatically serve as president for the following term, even if he or she has been required to fill an uncompleted term as president. This person serves for one year. In addition, the president-elect shall assume such other administrative duties as are assigned by the president.

    • OSBA Annual Convention and Annual Membership Meeting (November)
    • Fall regional meetings (preside when necessary)
    • OSBA Board of Directors meetings (Jan., March/April, June, Sept., Nov., and other meetings as needed)

    Delegate opportunities:

    • Alternate delegate to NSBA Delegate Assembly
    • Alternate delegate at NSBA Pacific Region meetings

    Duties:

    • Oversee association elections and resolutions processes
    • Oversee distribution, collection and compilation of executive director's evaluation instrument
    • Chair OSBA Policy Committee
    • Serve on OSBA Legislative Policy Committee
    • Serve on OSBA Executive Committee
    • Serve on OBSA Budget Commitee
    • Meet with the executive director regarding his/her evaluation 
    • Other duties of OSBA board members

    The vice president shall assume the powers and duties of the president-elect in his or her absence. This person serves for one year.

    • Serve on OSBA Executive Committee
    • Other duties of OSBA board members

    The secretary-treasurer shall be responsible for keeping in a suitable minute book accurate minutes of all regular and special meetings and board of directors' meetings; shall carry on official correspondence of the association; shall arrange for proper banking facilities; and shall receive, account for and disburse funds in a businesslike manner as provided for by the board of directors; shall see that the minutes of the previous meetings are read, and shall give an itemized and detailed report of the financial condition of the association at each annual meeting and at such other times as may be required by the board of directors. Such duties of the secretary-treasurer as may be specified by the board of directors may be delegated to the executive director or a designated member of his or her staff. This person serves for one year.

    • OSBA Annual Convention and Annual Membership Meeting (November)
    • Fall regional meetings (preside when necessary)
    • OSBA Board of Directors meetings (Jan., March/April, June, Sept., Nov., and other meetings as needed)

    Delegate opportunities:

    • Alternate delegate to NSBA Delegate Assembly
    • Alternate delegate at NSBA Pacific Region meetings

    Duties:

    • Review and sign all reimbursment vouchers for board and executive director
    • Serve on OSBA Legislative Policy Committee
    • Serve on OSBA Finance Committee
    • Serve on OSBA Budget Committee
    • Serve on OSBA Executive Committee
    • Other duties of OSBA board members

    The immediate past president shall advise and counsel with other officers. This person serves for one year.
