Labor & Employment Conference
Performance-pay expert to speak at labor conference

Performance pay for teachers has been a hot topic around the country, and Chas Anderson, deputy commissioner of the Minnesota Department of Education, will bring us her perspective as keynote speaker for OSBA's labor and employment conference.

Anderson has been instrumental in Minnesota's performance-pay program, Quality Compensation for Teachers or Q Comp, which was proposed by Governor Tim Pawlenty and passed by the Minnesota Legislature in 2005. With several years of a performance-pay program in place, Anderson is particularly qualified to address the many aspects of performance pay Oregonians are examining. She will present "The Whys, Hows and Benefits of Alternative Compensation." Anderson frequently makes presentations around the country to talk about teacher quality and school reform issues. She will speak at 9 a.m. Friday.

Q Comp has five basic components, and all five must be included in the program submitted by a school district, intermediate school district, or charter school in order to receive funding from Q Comp:
  • Career advancement options
  • Job-embedded professional development
  • Teacher evaluation
  • Performance pay
  • An alternative salary schedule

Also discussing performance pay at the conference will be a panel led by Chalkboard Project's Kate Dickson. Chalkboard's CLASS Project is a foray into teacher pay tied to performance.
