Summaries of 2003-2004 contract settlements
Cost-saving settlement trends since January 2003:
Bethel Two-year contract: First year 0% plus a half-step. Second year 0% plus a half-step but 1% on schedule the last day of the second year. Insurance cap increased by 7% for year one and in year two; split the difference on increases up to 16%. Employees assume additional increases. (April)
Centennial Three-year contract: 1% (half-way through the year which equals 0.5%)-1%-2%; Year 1 is $580 contribution to insurance starting in January; $600 in year two and $615 in year three. (January)
David-Douglas Two-year extension: First year 0% plus step on schedule; second year a CPI formula. (May)
Gladstone Three-year contract: 1%-1%-2% with split schedules each year to reduce cost. Year one and two have a 0.5%/0.5% schedule for first, then second half of the school years. In year three the split is 1%/1%. In year two insurance contributions for the district set at 97% of actual premiums on a Blue Cross HMO program. Before, the district paid insurance contribution in full at $660 per month per teacher. (January)
Gresham-Barlow Two-year contract: Salary increases of 1.3% in year 1, and 1% in year 2. Current insurance cap is $575 and went up to $590 in the first year and $615 in the second year.
Imbler Two-year contract: 2%-1% increases; cap of $550 for both years (was paying $670); added a funding clause; supplemental retirement program sunsets for new employees but not current employees. (January)
Lebanon Two-year contract. 1% increase in second half of first year plus step. For second year a 1% split schedule (0.5%/0.5%) plus step. Insurance contribution $560 and $620. Early retirement program to be phased out. Eliminated requirement for preparation time to be within student contact day. Increased contract year from 192 to 195 days. (April).
Myrtle Point Two-year contract: 0% increase plus step in 2002-2003 and 2003-2004. Insurance contribution increases 7% a year. Early retirement program discontinued.
NW Regional ESD Three-year contract: Step only in year one and a new salary schedule in year 2 with steps ranging from 2% to 4.5%. Reopener for year 3. Insurance contributions in year 1 at $600 (up from $524); year 2 $630, and reopener for year 3. Funding clause established. Steps are not part of status quo. (February)
Portland Two-year contract: In 2002-2003, teachers receive a 5% pay cut (equal to working 10 days without pay) but retain fully paid health care benefits (about $800 per month). (March)
Sutherlin One-year extension: 2% plus step with up to 10% insurance contribution increase. (May)
Tillamook Four-year contract: 1.5% (start April, 2003),-1.5%-1.5%-1.75%. Went from fully paid insurance program to a cap of $661.85 in year one with increases in cap up to 10% per year. Supplemental retirement program discontinued in July, 2002. Current employees given proportional benefit of old program when they retire. (April)
