Legislature Passes School Facilities Bill, Moves Toward Planned June 30 Adjournment
The Legislature is anticipated to wrap up its work today or tomorrow, after putting in evening and weekend work to meet its adjournment deadline of June 30. The Senate met on Saturday, passing OSBA priority bill House Bill 2013, the school facilities task force bill. Senators also approved SB 767, relating to online public charter schools, but failed to pass HB 2831, the collective bargaining bill.
K-12 Budget Becomes Law After House Overrides Gov's Veto
The House overrode the Governor's veto of the K-12 Budget yesterday, following previous Senate override and making it law. The House vote for veto override of Senate Bill 5520, the K-12 Budget was 51-8, and 53-6 on the veto override of Senate Bill 5554, its companion bill that taps the state reserves necessary to balance the budget. SB 5520 contains $6 billion for 2009-11, with $5.8 billion appropriated immediately for the biennium ($2.9 billion in 2009-10) and an additional $200 million automatically appropriated from reserves with no legislative action required if the economy performs as anticipated by June 2010.
Senate Overrides K-12 Budget Veto; House Effort Fails But Replay Possible Today
Yesterday the Senate overrode the Governor's veto of SB 5520, the K-12 budget bill, on a 23-6 vote after an earlier failed vote. The House failed to override on a 35-25 vote (40 votes are needed), but several members served notice they might ask for a re-vote today. Meanwhile, last night the Ways and Means Committee introduced and approved Senate Bill 5555, an alternative budget bill that provide $5.6 billion plus 400 million in reserves to be tapped in 2010 (SB 5520 contains $5.8 billion plus 200 million in reserves to be tapped in 2010). SB 5555 mirrors the funding scenario favored by the Governor.
