OSBA helped fund the biggest public opinion survey conducted in our state in the last decade. The 2002 Oregon Values and Beliefs Survey sought the opinions of over 2,600 Oregonians - what do they value most? In response to the information learned through the survey, OSBA has created this toolkit.

OSBA is asking boards and citizens throughout Oregon to join the movement to seek adequate, long-term funding for schools. The School Funding Toolkit gets you informed - and organized! It’s available to anyone.

OSBA Legislative and Public Affairs Specialist David Williams (1-800-578-6722) can explain how to use this information and is available to make presentations to your community.

To become convinced to support public schools, citizens need to know the latest about the successes schools have experienced in improving student performance. These slides and script include highlights from the 2001-02 Oregon Report Card showing that Oregon has improved student test scores, graduation rates, dropout rates and college preparation.

Oregon Schools Make Important Gains in Educational Achievement 
The Oregon Progress Board's 2003 Benchmark Performance Report released in March shows schools have made important gains in education achievement. The gains can be attributed to the emphasis on requiring schools to work toward meeting state standards in math, reading and writing, according to a board official.

Forest Grove School District attracted over 300 citizens to a meeting with legislators using this method.
Blue button (.gif) K-12 Spending and the Oregon Economy
In most Oregon communities, the school district is one of the largest employers, having a significant impact on the local economy. OSBA contracted with ECONorthwest to examine how purchases by school districts and salaries of school employees in five regions of the state translate into economic activity in other industrial sectors. This report shows how a reduction in funding to a school district can hurt the local economy.

This study conducted by ECONorthwest examines funding in 16 school districts across the state during the past decade to understand the impact changes in school funding have had. It also provides a common set of data to understand education finance in Oregon.

The Quality Education Model will become the foundation of how state decision-makers fund public schools. The model incorporates what educational research, classroom practice and public opinion show are the most critical parts of a quality education.
