The
OSBA Finance Project Task Force was appointed in response to a resolution
adopted by the membership at the November 2000 Annual Business
Meeting and in pursuit of implementing one of the goals
adopted by the OSBA Board of Directors at its summer 2001 annual
planning retreat.
The OSBA Board of
Directors’ goal for 2001-02 is "Take the leadership role in
developing a statewide coalition to create an adequate, equitable
and stable funding system for Oregon public schools that uses the Quality
Education Model."
The charge to the Task
Force is to recommend to the OSBA Board of
Directors a foundation on which the board, membership and
staff can build a plan to accomplish the goal: long-term, adequate
and equitable school funding. The Task Force met on October 6,
2001 in Salem at the Local Government Center and on November 3 in
the Springfield School District Administrative Offices. The result
of that work is included here as answers to the ten questions
submitted to the Task Force members and, in addition, a set of
recommendations for actions by the OSBA and its Board of Directors
in carrying out this project.
Task Force Members: Marc
Abrams, Portland SD; Mark Bennett, Burnt River SD; Sherry Duerst-Higgins,
South Lane SD/Lane ESD; Sonny Forman, North Lake SD; Beth Gerot,
Eugene SD; Marie Hall, Pendleton SD; Wally Hazen, Coos Bay SD;
