Does Oregon Have $12,000 in Revenue Per Student?

If you’ve heard that Oregon "spends" an average of $12,000 per student annually, learn where this figure came from and how to correct it.

Calculating revenue can be tricky for non-accountants. It’s easy to get confused by looking at an “all funds revenue” budget instead of an “operating revenue” budget. An all-funds budget includes money counted twice or transferred between accounts - which isn’t “new” money.
