This 13-member group created by the 1999
Legislature and appointed by Superintendent of Public Instruction Stan Bunn is an interim
task force to determine what school services are best delivered regionally, who should
provide them, what governance structure works best and how services should be funded.
Currently, standardized data on ESD services does not exist – which makes it
difficult to fold ESDs into the statewide funding debate. Report/recommendations of the ESD Funding Task Force due:
September 2000.
Chair: Susan Massey, chair of the State Board of
Education.
Membership includes six superintendents and six
board members with equal numbers representing school districts and
ESDs.
School district superintendents are:
- Arnold Coe, Cove;
- Lavonne Bush,
Neah-Kah-Nie; and
- Chuck Bugge, Hood River.
ESD superintendents are:
- David Campbell, Clackamas
ESD;
- Skip Liebertz, Willamette
ESD; and
- Jim Mercer, Malheur ESD.
School district board members are:
- Tom Bennett, Coos Bay;
- Patricia Biggs, Tigard-Tualatin; and
- Craig Smith, Salem-Keizer.
ESD board members are:
- Ralph Breitenstein, Jackson
ESD;
- Deb Fennell, Northwest Regional
ESD; and
- Toni Foster, Jefferson
ESD.
