Comparison of Previous and New Governance Systems

Board of directors 
17 voting members, two from each of the five congressional districts plus two at-large members and five board officers. Consecutive terms limited to two.

Ex-officio (non-voting) members from OCCA, OAESD, COSA, OASE, ODE and NSBA

19 board members, one each from 19 regions. Will serve two-calendar-year terms staggered by even- and odd-numbered regions. 
No term limits.

No change to ex-officio representation.

     
Board officers Five officers, three of whom are elected at the annual membership meeting at convention. President and president-elect become past president and president. Five of the 19 regional representatives comprising the board would also serve as officers, nominated by the OSBA board or petitioning prior to convention. President and president-elect become past president and president. Elections to occur at convention; elections calendar to be adopted by board. 
No term limits.

Vice president chairs Legislative Policy Committee.

President-elect oversees election and resolution process

Board functions Serves as a resolution committee, taking positions on resolutions submitted at the annual meeting. Approves legislative policies and positions submitted by Legislative Policy Committee. Board will prepare an impact statement on resolutions and may propose resolutions.
Members will approve legislative policies and positions.

Will nominate one or more board members for each officer position.

Legislative Policy Committee Consists of 17-member board and six ex-officio members as well as others appointed by the president to represent each of the 30 state senate districts. Practice has been for LPC members to serve two years. Will consist of the 19 voting members of the board and 19 LPC members  elected regionally, one per region. LPC members will serve two (calendar) years. No term limits. Vice president chairs the LPC. 
Regions 5 regions, based on Oregon congressional districts; LPC members drawn from state senate districts. 19 regions encompassing 14 geographic areas, drawn to:
  • Respect county and school district boundaries as much as possible
  • Align by geography and regional  interests
  • Contain about 3-5% of Oregon’s total student population

ESDs and community colleges are assigned to regions based on location of main administrative offices. 

Regional boundaries will be reviewed and adjusted by the board at least every three years.

Function of regions According to the OSBA Constitution, promote the establishment of county organizations of school board members.
  • Nominate a candidate for the OSBA board 
  • Elect candidate to serve on the OSBA board 
  • Nominate candidates for LPC 
  • Elect regional LPC candidate 
  • Propose resolutions for consideration at the membership meeting.
Elections All board members and officers are elected by a vote of all members present at the annual membership meeting.

Open to all individual members of OSBA-member boards. Those present have one vote each. 

No provisions for virtual voting or vote by mail.

Regional voting: One vote per school district, ESD, community college board. Majority necessary to elect candidates; run-off elections as necessary.

The vote of K-12 districts with large student populations will be weighted based on district median intervals of 7,800 ADM so that each will cast one vote plus one vote for each additional 7,800 ADM. 

Vote by mail or electronically. 

Notice of position vacancies will be sent to boards and individual board members in the region.

The format of the annual membership meeting at convention will allow voter information to be presented throughout the convention as well as on the OSBA Web site and by other means to boards not in attendance at the convention.

Candidate information will be available on OSBA’s Web site, including position descriptions and other materials. Candidates must complete questionnaires, which will be posted on the OSBA Web site; they may post their resumes. Each region will have a section on the OSBA Web site for regional elections. 

LPC member elections will be conducted every other year in odd-numbered years in the same manner and at the same time as OSBA board elections, following transition year.
