WHEREAS, the Oregon School Boards Association (OSBA) holds its Annual Business Meeting at its Annual Convention in November of each year; and
WHEREAS, resolutions are considered at the Annual Business Meeting; and
WHEREAS, voting on resolutions is only available for OSBA members in attendance and is not a true reflection of other districts throughout the state whose board members are unable to attend.
NOW, THEREFORE, BE
IT RESOLVED that Article VI of the Constitution of the Oregon School Boards Association is amended by creating a new Section 5(c) to read:
Section 5(c): Elections on resolutions submitted pursuant to Article VI, Section 5 (a) of this Constitution shall be held by mail-in ballot according to procedures adopted by the Board of Directors.
BE IT FURTHER RESOLVED that the Board of Directors of the Oregon School Boards Association shall, upon approval of this resolution, establish procedures for the conduct of mail ballot elections for resolutions of the association pursuant to the Constitution of the Oregon School Boards Association as amended by this resolution; and that such procedures shall take effect by the 2007 Annual Business Meeting.
