Resolution

Student Attendance at Non-Resident Charter Schools

WHEREAS, current Oregon law allows for students to attend a charter school outside the student’s resident school district without an inter-district transfer agreement between the sending and receiving districts; and

WHEREAS, the loss of students to an out-of-district charter school imposes a financial hardship on the sending school district; and

WHEREAS, the bilateral negotiation of an inter-district student transfer agreement allows for the consideration of the financial implications for both the sending and receiving districts.

NOW, THEREFORE, BE IT RESOLVED that OSBA supports a change in current law to prohibit students from attending a charter school outside the student’s resident school district without the permission of the student’s resident school district; and

BE IT FURTHER RESOLVED, that OSBA’s 2005 Legislative Policies and Priorities be amended by adding the following Policy Statement:

“OSBA supports changes to the current charter school law that would prohibit students from attending a charter school outside the student’s resident school district without the permission of the student’s resident school district.”
