Charter School Attendance by Non-resident Students
WHEREAS,
current Oregon law allows students to attend school in a school
district in which they are not residents only upon the written
approval of the school boards of the affected school districts; and
WHEREAS,
a student’s allocation from the State School Fund follows that
student to the non-resident school district only upon agreement
between the two affected school district boards; and
WHEREAS,
Oregon’s new charter school law allows non-resident students to
attend a charter school in which the student is not a resident if
space in the charter school is available without agreement of the
student’s resident school district; and
WHEREAS,
a student attending a charter school outside the student’s
resident school district drains financial resources attached to
that student from the student’s resident school district.
NOW,
THEREFORE, BE IT RESOLVED, that the Oregon School Boards
Association supports changes to Oregon’s charter school law to
apply the same written approval criteria to non-resident students
attending out-of-district charter schools as is currently required
for non-resident students attending regular out-of-district
schools.
