The Community

Nestled at the bottom of forested foothills and on a plain overlooking the Columbia River, lies Scappoose, a vibrant community with a rich historical heritage. Recreational opportunities abound and include sport fishing, boating, kayaking, hunting, biking, hiking, geo-caching and golf.

Approximately 6,000 people reside in Scappoose, located in the northwest corner of Oregon, about 19 miles from Portland, Oregon’s largest city and just over an hour’s drive from the north Oregon coast or the ski slopes of the Cascade Mountain Range. Nearly 50% of residents are employed in professional or administrative occupations while the remainder have strong skills in production, industry and agriculture.

Its outstanding school system, proactive community calendar, recreational amenities and affordable cost of living make it a praised city in which to work and live. 

The District

The Scappoose School District serves approximately 2,100 students in grades K-12. The district has three elementary schools (two K-3 schools and one 4-6), one middle school (7-8), one high school (9-12) and two charter schools - South Columbia Family School (K-6) and Sauvie Island Academy (K-7). The district employs a staff of 108 full-time and four part-time licensed staff, 42 full-time and 57 part-time classified/support staff, six confidential/supervisory staff and six administrative staff. The district projects a general fund budget of approximately $16.1 million.

In November 2008, a $33.3 million bond levy was passed allowing the district to completely replace the Otto H.H. Petersen Elementary school; build three new classrooms at Grant Watts Elementary School; construct new physical education and fitness space; construct a new 400-seat auditorium; renovate and update all of the district buildings’ roofing, electrical, heating and ventilation systems, and make safety and security additions.

The district enjoys strong support from its community, staff and a cohesive seven-member school board.

The successful candidate must possess the following qualities and qualifications:

Leadership and Management Qualities
  • Provides visionary leadership; demonstrates a progressive and thoughtful leadership style
  • Successful teaching and administration experience with a pattern of increasing responsibility in education administration
  • Able to provide leadership to and work cooperatively with the board, staff, students and community; able to establish high levels of trust
  • Willing to develop and maintain positive relationships with community stakeholders to maximize resources for the district
  • Demonstrates strong decision making skills; shows integrity and involves others in the decision-making process; is decisive and able to make tough decisions when needed
  • Highly visible in the schools and community; actively participates in school and community activities
  • Demonstrates strong fiscal and budget management skills
  • Promotes technology use in academic programs and district administration; is proficient in using technology
  • Current curriculum and instructional background; knowledge of and ability to promote effective educational improvement and instructional practices in all curricular areas
  • Working knowledge of current Oregon and federal education laws related to construction bonds, collective bargaining, labor relations, charter schools, special needs students and facilities management
  • Working knowledge of personnel issues and human resource practices
  • Flexible, creative and willing to take on a multitude of responsibilities
  • Able to select, mentor and evaluate high-quality staff
  • Familiar with and supportive of PBIS, PLCs, Common Core Standards and data teams
Excellent Communication Skills
  • Demonstrates strong communication skills and communicates pro-actively and effectively with the community, staff, students and the board of directors
  • Is approachable, accessible and listens to all parties with an open mind
Personal and Professional
  • Demonstrates strong personal and professional honesty, integrity and fairness
  • Desires a long-term involvement with the community and district; willing to live in and become an integral part of the community
  • Possesses a good sense of humor
