Position:                                Director of Student Services

The position vacancy is a Superintendent’s cabinet level position for the district, located in Roseburg, Oregon.  The Director of Student Services is responsible for a variety of high level administrative duties.

The Area:

Roseburg is located in picturesque southern Oregon, conveniently situated on I-5 approximately one hour south of Eugene. Its year-round mild climate produces wonderful recreation opportunities and a friendly atmosphere.

The District:

Roseburg Public Schools serves over 6000 students on 12 campuses: 1 high school (9-12), 1 charter high school, 2 middle schools (6-8) and 8 elementary schools (K-5). Committed to excellence in every aspect of its operation, the district has gained a reputation as a school system dedicated to achieving high standards for all students. The community is supportive of our local schools with many employers and service groups encouraging and facilitating volunteerism on our campuses. Roseburg Public Schools have been actively involved with the Oregon Department of Education, the University of Oregon, Southern Oregon University, Umpqua Community College and the local community in developing its programs.

Minimum Qualifications:


Master's Degree in education or related field
Oregon Administrator's License
Academic background in special education law, school law, evaluation of staff, effective staff development, curriculum and instruction assessment and behavior management

  • Knowledge of special education law procedures and effective program implementation; 
  • Knowledge of Oregon content and assessment process; 
  • Knowledge of regular curriculum;
  • Skills in assessing effective instructional strategies and curriculum;
  • Knowledge of student evaluation tools and strategies;
  • Knowledge of federal grants and related regulations;
  • Knowledge of positive behavioral intervention and support and strategies for addressing behavior management;
  • Work effectively as part of a management team;
  • Be a service provider to the staff of Roseburg Public Schools;

The Primary Components of this Position are

  • Works collaboratively to provide leadership for student services in the district including special education (IDEA), Safe and Drug Free Schools (Title IV), Indian Education (Title VII), Neglected & Delinquent (Title I D), Home Instruction, Alternative Center for Educational Services (ACES), Homeless Youth and Families, Positive Behavioral Intervention, and support (PBIS), and student evaluation;
  • Provides technical assistance on legal issues and procedures regarding students with disabilities and for students in other areas of responsibility;
  • Writes and revises policies, procedures and forms for all areas of responsibility;
  • Provides technical assistance and/or consultation on the evaluation, identification, and placement of students with disabilities;
  • Writes state and federal grants;
  • Coordinates and facilitates a program of curriculum and instruction for all areas of responsibility; 
  • Works with regular education personnel to coordinate individual student evaluation and program assessment;
  • Works with Department of Teaching and Learning to coordinate district and school improvement efforts;
  • Prepares and administers the budget for all student services;
  • Prepares periodic reports to the Oregon Department of Education;
  • Works with principals to develop and provide support services for students in the schools;
  • Participates in regional, state and local organizations related to areas of responsibilities; and
  • Supervises School Psychologists, education staff in the County Youth Shelter, and other staff in the Office of Student Services.


  • 2014-2015 Salary Range — $ 93,854—$105,635. Initial placement based on experience and previous employment 
  • 12 - month contract
