Faced with increasing shortfall in revenue, school districts are being forced to consider laying off employees in addition to attrition as a cost saving measure. In the layoff process under the statute (ORS 342.934) layoffs are conducted by license and then seniority. Merit and competence determinations are exceptions to the seniority rule.
Use this Excel file to assist in making merit and competence determinations when conducting layoffs with licensed staff and administrators.
The Matrix is designed to be filled in with each employee's license, qualifications, merit, competence, special training, educational attainments, length of service and other relevant factors, allowing employee's to be compared with others in their position.
