Are public schools required by state or federal law to display an American flag or have students say the Pledge of Allegiance?

ORS 339.875 requires public schools to display a flag at (or near) each public school building during school hours or other times the board deems appropriate. The one exception to the obligation to display a flag is when the weather is unsuitable. Schools are also required to provide students an opportunity to salute the flag at least once each week by reciting the Pledge of Allegiance. While students are not required to participate in the salute, they must maintain a respectful silence during the salute.
