Can the board discuss setting district goals while attending OSBA's November convention in Portland?

Any time a quorum of board members discusses district business, it qualifies as a meeting and must be held as a properly posted meeting within the geographical boundaries of the school district. Setting goals for the district is district business. Unless your board is the Portland School Board, you cannot post the meeting and discuss goals or any other district specific business among a quorum of board members while attending the OSBA Annual Convention in Portland. Attendance by board members of a governing body at meetings of national, regional or state associations to which the public body or its members belong is not considered a meeting of the public body. A quorum at any such gathering still cannot discuss school business. (ORS 192.610, 192.620, 192.630)
