If a budget committee member cannot attend a budget meeting where a final vote on the budget is taking place, can we video tape the meeting, have them review it and have them call in their vote to the chair of the budget committee the next day and have the vote count?


No. Oregon law does not allow post-meeting, email, or proxy voting. If the committee member is unable to attend physically, they can attend and participate by phone or Skype, then as part of the public meeting they can cast their vote.
