Harney ESD Board of Directors is seeking a highly qualified candidate with visionary leadership skills and successful experience in education administration to serve as superintendent. The Superintendent will also serve as School Improvement Director, Administrator of small rural schools, and Early Childhood Center. The successful candidate must have experience as an administrator, excellent communication skills, unquestionable integrity and willing to be involved in the community. The successful candidate must hold or qualify for an Oregon superintendent's license at time of employment and should exhibit the following qualities and qualifications:
Have strong personal and professional integrity and honesty.
Have leadership characteristics and professional skills which promote confidence and respect.
Outstanding budget and finance skills; strong knowledge of federal program requirements and compliance with Oregon law.
Understand and appreciate the needs for ESDs in rural Oregon.
Have excellent communication skills both written and verbal.
Have a strong investment in student success and value the role of special education for students with special needs.
Experience in Public School Administration policy is highly desirable.
Background in teaching and building administration at multiple levels; preferably in small rural communities with diverse populations
Strong background in curriculum, instruction, and school improvement is highly desirable.
The superintendent is responsible for managing a $3.7 million general fund budget. Harney ESD is one of five small ESDs in Oregon. Funding is stable but offers the challenge of providing consistent, sustainable services to our districts. The Superintendent sees that the development, authorization, and the maintenance of an appropriate budgetary procedure is properly administered.
The superintendent oversees a staff of 28 employees and must provide for the optimum use of the staff of the District and sees that the District is staffed with competent people who are delegated authority commensurate with their responsibilities. The Superintendent defines duties of all personnel and sees that the appropriate in-service training is conducted. The Superintendent summons employees of the District to attend such regular and occasional meetings as are necessary to carry out the education programs of the District.
The mission of Harney ESD is to assist our component school districts and the State of Oregon in providing excellent and equitable education opportunities and successful learning environments for all Harney County Students.
Harney ESD provides resolution service support to 10 local school districts: Burns/Hines SD #3, Crane Elem. SD #4, Crane Union High School SD #UH1J, Diamond Elem. SD #7, Double O Elem. SD #28, Drewsey Elem. SD #13, Fields Elem. SD #33, Frenchglen Elem. SD 16, Pine Creek Elem. SD # 5, and Suntex Elem. SD #10. The superintendent will be responsible for coordinating resolution services and collaborating with districts to determine services to be offered
The Superintendent is responsible for establishing and maintaining liaison with community groups which are interested or involved in the education programs of the District, establishing and maintaining liaison with other ESD’s, the state Education Department, colleges and universities, and the U.S. Department of Education.
The Board of Directors expects that the superintendent participate as necessary in Oregon legislative sessions involving ESD issues, specifically in regard to ESD funding, programs, regional services, as well as other educational issues as they arise.
