What it does: In September, the Oregon State Board of Education adopted the “All Students Belong” administrative rules that required education providers to adopt policies to prohibit the use or display of certain hate symbols on school grounds or at school activities. House Bill 2697 would enact those requirements, now referred to as “Every Student Belongs,” into law.
What’s next: The House Education Committee has scheduled a work session Tuesday, March 23. OSBA supports the bill.

House Bill 2817
What it does: State law currently requires that homeschool and charter school students be allowed to participate in interscholastic activities at the neighborhood schools. House Bill 2817 would allow students enrolled in district-administered General Educational Development programs to do the same.

What it does: House Bill 2962 would require districts to evaluate students' instructional needs as a result of COVID-19 school closures and identify possible solutions to address any loss of instructional effectiveness. The Oregon Department of Education would summarize the evaluations and report to the Legislature.

What it does: House Bill 3354 would require the Teacher Standards and Practices Commission to adopt educator preparation program standards to evaluate candidates by administering a performance-based measure to determine if a candidate’s knowledge, skills and competencies qualify the candidate for a teaching license.
