Education: Jessica Knieling earned her Masters of Business Administration from Willamette University in Salem where she focused on Human Resource Management & Organizational Change and Development. She also obtained her Bachelor of Arts in Psychology (focus on organizational) from Willamette University.
Experience: Jessica re-joined the Oregon School Boards Association staff in January, 2007. She was previously employed with OSBA in 2001. Most recently she was an HR Business Partner at Planar Systems, Inc. in Beaverton. She has also worked for SAIF Corporation as a Loss Control Analyst.
Negotiations: As a spokesperson, Jessica represents school districts in all aspects of the negotiation process, including negotiations concerning licensed and classified staffs. She reviews and analyzes union proposals; creates management counterproposals; clarifies issues and analyzes economic and non-economic issues; costs economic proposals; and ensures that district’s positions on proposals are reasonable and fact-oriented.
Knieling assists districts in:
- analyzing collective-bargaining contract language;
- spotting potential issues and legal concerns; and
- writing job descriptions for school districts’ classified and licensed staffs.
Training Workshops: Jessica has conducted the following workshops: Bargaining Insurance, Bargaining Strategies and Techniques, Contract Administration, Layoff & Recall, PACE - School Violence: Dealing with Hostile Environments, Sexual Harassment/ Leave Administration.
Executive Searches: Jessica has over ten years of experience in human resource management including national level recruitment of top executives and is responsible for directing the executive search services at OSBA. She assists candidates and boards with all facets of the executive search process.
Professional Memberships: Jessica is an active member of the Society for Human Resource Management and the National Association of Educational Negotiators. |
