With workshops designed for veteran and new board members and administrators, this year’s Summer Board Conference frames the board’s critical role in financial oversight. Do you want to avoid a fiscal crisis? Are you looking for guidance in how to provide proper oversight? Would you like to carry out your role effectively so you and your district don’t run into financial problems? Come to this year’s Summer Board Conference and learn how to stay out of hot water and off the front page. 

Friday, July 9 – Pre-conference board member workshops and Board Secretaries' Day

Come a day early and choose from two workshops, Making Meetings Matter and Educational Equity/Data: A Systems Approach to Student Achievement and Oregon Lighthouse Project. Board Secretaries – come for a special day of honing important skills. Separate registration required for Friday sessions.

Summer Board Conference – July 10-11

Saturday, July 10 – 8:00 a.m.-4:00 p.m.

Keynote presenter: Charles K. Trainor, Certified internal auditor and fraud examiner

Fiscal oversight, accountability and audits: In the wake of several recent school financial scandals, parents and taxpayers are asking, “Could it happen in our school district?” Charles Trainor helps school districts identify potential financial risks by pointing out weaknesses in their day-to-day internal controls and making suggestions to improve processes. Afternoon highlights:

  • Legislative update: Review this year’s special session and look ahead to 2011.
  • Financial modeling: Identify financial pitfalls with these tools.
  • Roles & responsibilities: Know who does what. Provide oversight without micromanaging.
  • Financial reports: Figure out what they say and what they mean.
  • Ethics: Discuss recent changes to state ethics laws, run through scenarios and stay out of hot water.

Sunday, July 11 – 7:30-11:45 a.m.

More workshops:

  • Board’s role in employee termination: What to do with non-renewals, non-extensions, dismissals and other termination proceedings.
  • Public meetings: OSBA’s legal team will show you how to avoid common executive session and meeting law violations.
  • Are you ready to communicate when a crisis hits? Get prepared with crisis communications planning, including what to do in the first critical stages of a crisis.
  • Pro Active Audit Committee Planning: Attendees will learn from Hermiston SD board members and administrators how to develop predictive tools to manage the district’s finances. Learn how to proactively forecast the financial health of your district and take the guess work out of your monthly reports.


Friday, July 9 – Pre-conference board member workshops and Board Secretaries' Day

Making Meetings Matter 8:30 a.m.-4:30 p.m.

Are the hours you spend in board meetings productive? This workshop will help new and veteran board members and superintendents evaluate and improve board meetings. Entertaining videos and hands-on participation keep the session relevant and rolling as we discuss:

  • Symptoms of ineffective meetings,
  • Ingredients for success,
  • Developing agendas to reflect board work,
  • Conducting legal meetings,
  • Encouraging appropriate public participation, and
  • Best practices of high-functioning school boards.

Educational Equity and Data: A Systems Approach to Student Achievement 8:30 a.m.-4:30 p.m.

How do you approach difficult discussions about race and ethnicity? In the morning, lay the foundation for working on equity issues in your district. Explore the preconceptions your personal lens of experience brings to conversations about closing the achievement gap. In the afternoon, delve into information from the Oregon DATA Project and the Oregon Lighthouse Project. Learn how regular use of data can help you track progress and make decisions to improve student achievement.

Board Secretaries' Day 8:00 a.m.-4:30 p.m.

You play a crucial role in keeping your board on track. Learn what every board secretary needs to know about revised state ethics laws and parliamentary procedures. Get up to speed on public records and meetings laws and make sure your e-mail policies comply. Bring a copy of your board agenda and minutes to share, compare – and learn from each other. The workshop will be fast-paced and fun and help energize you for the next school year! Agenda


Movie nights! Friday and Saturday evenings, 7 to 9:30 p.m.

Join your colleagues for two entertaining and educational documentaries. Each movie will play both nights, in alternate order.

Two Million Minutes (54 minutes): When students finish eighth grade, the clock starts ticking—two million minutes to high school graduation. How students use this time affects their economic prospects for the rest of their lives. The film follows a boy and girl in the United States, China and India.

Clear Cut: The Story of Philomath, Oregon (feature length): The Clemens Foundation funded college tuition for Philomath High School graduates. As foundation administrators became concerned with what they saw as increasingly liberal mores in school and town, they delivered an ultimatum: either the district superintendent leaves or the scholarships are withdrawn—leaving many students without money for college.

Registration

FRIDAY Pre-conference Workshops and Board Secretaries’ Day: Each pre-conference workshop requires separate registration. The cost is $125 per person for OSBA members ($225 non-members). Includes continental breakfast, lunch, refreshments and conference materials.

SATURDAY & SUNDAY Summer Board Conference: The cost is $175 per person for the first three attendees and $140 for each additional attendee ($275 non-members). Registration includes Saturday lunch, Sunday breakfast, refreshments and conference materials.

CANCELLATION: There is a $50 fee for each cancellation received on or after July 2. No-shows will be billed the full registration fee.
