Charter schools- please read the following before registering for OSBA’s 73rd Annual Convention:
As you may have heard, OSBA’s tax status changed as of July 1, 2018 (see FAQ linked below for details). Under the new designation, OSBA can no longer accept dues and/or service fees from charter schools because they are not recognized as political subdivisions of the state as defined under federal tax code. Therefore, beginning July 1, 2018, charter schools will no longer be able to be associate members or contract directly with OSBA for services.

To access OSBA services, which includes conferences and events, charter schools are now required to submit a Memorandum of Understanding (MOU) acknowledging that their sponsoring district has a process in place that provides access to OSBA services. This new requirement begins on July 1, 2018, which means OSBA needs to have your fully executed MOU on file prior to the conference (see sample MOU linked below), or we will not be able to honor your registration. Please mail the completed MOU to the address below, attention Vicky Black, or email vblack@osba.org

Administrative Professionals and Council School Attorneys workshop fees are waived if the attendee is a convention registrant.

Meal Information

Meal tickets may be ordered for spouses or guests; convention registration is not required. Tickets must be purchased by 4 pm the day prior to the meal. For refunds, meal tickets must be returned 48 hours before the meal.

Please let us know of any special dietary requests or accommodations required when registering.

Tips for making your hotel reservation:

  • All hotels require a credit card to guarantee your reservation. The credit card used to guarantee won't be charged and you can choose at a later date to pay by cash, check, credit card or purchase order (Marriott Downtown Waterfront only).
  • Rooms need to be reserved by October 23! After October 23, group rates are no longer available. If you need to make a hotel reservation after October 23, call the hotel to check for availability and room rate.
  • Each hotel has different policies for cancelling and early departure. Check with your hotel for any that might impact your stay. 
  • If you have problems making your reservation or need more information, contact our event staff.

  • Valet parking for guests of the Portland Marriott Downtown Waterfront is $22 per day for standard vehicles and $32 for oversized vehicles.
    • Please note: the hotel is unable to accommodate Dually vehicles or anything over 1500/F150
    • Riviera Plaza on 1st Street can accommodate larger vehicles - this is not managed by the hotel
  • Parking at the Kimpton RiverPlace is $25 per day.

Learning from Alaska's Framework for a Whole-School, Whole-Community Approach to Trauma-Engaged Practice

Session 1: Social Emotional Learning: Building Skills to Minimize Trauma’s Impact on Learning
Understanding childhood trauma’s effects transforms our understanding of what our students need to succeed and enables schools to help break the cycle of trauma. High levels of toxic stress impact children’s brain development, impairing their ability to regulate or control their emotions, thoughts and behaviors. We will share tools that schools can use to help students learn self-regulation and to support positive brain development through a whole-school, whole-community approach. 

Session 2:  Co-Creating Resilient Learners
Trauma-engaged communities and schools have policies, procedures and support services that embed an understanding of trauma. Their approaches to learning and discipline are trauma shielding or trauma reducing. They are reflective and collaborative, they promote a culture of learning, and they make meaning out of the past. They are also prevention-oriented and have relational leadership. We will share how creating trauma-engaged, safe and supportive schools requires holistic change and a mindset shift for students, administrators and school staff.

Session 3:  Social Emotional Learning: What is the Board’s Role?
Policy helps set the tone for our schools and ensures consistency of approach and understanding. Policies support the overall goals of education, student safety and well-being. Intentional trauma-engaged policies can help a school system and community integrate trauma-engaged practices and build social and emotional supports. 

Board members who attend the Preconference will receive credit for the Leadership Institute Gold-level Educational Equity topic.

9:00am   Let’s Talk about Sex (Harassment), Liani Reeves and Kalia Walker, Bullard Law, Haley Percell, Oregon School Boards Association (OSBA)

The past legislative session made significant changes addressing sexual harassment in the workplace and sexual conduct with students. Attorneys will provide an overview of the new legal requirements impacting schools including the sexual conduct law (SB 155), mandatory reporting for board members (SB 415), and DHS and law enforcement communication regarding abuse (SB 804). Also three bills that impact sexual harassment in employment that include new requirements for sexual harassment policies, investigations, settlement agreements, and extension of the statute of limitations (HB 3077, SB 479, SB 726). Learn how you can stay ahead of these emerging legal issues.

Hear about the latest trends in public record requests and potential resulting appeals from both a school's perspective and that of the district attorney's office.  These issues may be coming to a school district near you!  The presentation will include an overview of the latest amendments to Oregon’s public record laws, HB 2353.

It was a busy legislative session for labor. Learn about Oregon’s new post-Janus legislation (HB 2016), the changes to OEBB double coverage (HB 2266), revisions to Oregon’s Equal Pay Act (SB 123), the new PERS legislation (SB 1049) and the resulting legal challenge to the PERS bill.

Our special education law experts will brief us on the hot and emerging special education law issues. Topics to be discussed include the recent revisions to Oregon’s restraint and seclusion law (SB 963), abbreviated school day programs (SB 475), and staff injuries in special education classrooms. It was a busy session for K-12! We will finish our day with a brief overview of the remaining bills not covered in other presentations, including a variety of employment related bills: HB 2005 (paid family leave), HB 2341 (pregnancy), HB 2593 (milk expression), HB 2660 (unemployment). Other school related legislation includes: HB 2051 (SafeOregon tip line records), HB 2514 (executive sessions), HB 3261 (police body cameras), HB 3310 (board election discrimination), HB 3409 (OSAA), HB 3427 (Student Success Act) and SB 52 (student suicide). We will also highlight changes to OSBA’s model policies.

“The Hidden Biases of Good People: Implications for Educators and the Populations They Serve”
Implicit bias involves stereotyping, prejudice and discrimination below conscious awareness in a manner that typically benefits oneself or one’s group. We all have biases. This engaging presentation will describe the causes, consequences and measurement of implicit bias as well as potential solutions for minimizing its impact on mental health services.

Ron Suskind, Pulitzer Prize-winning author
 “Life, Animated: A Tale of Autism and Hidden Potential”
Ron Suskind's sixth book, “Life, Animated: A Story of Sidekicks, Heroes and Autism,” examines his family's 20-year journey with their youngest son, Owen. Having lost his speech at the age of 3, Owen used animated Disney movies to make sense of himself and the world. By memorizing these movies and parroting their dialogue, he learned how to communicate and express himself, prompting his family members to create elaborate stage sets to re-enact these films and “speak Disney” along with him. Owen created a method to help other parents and medical experts reach kids with autism. The Suskind motto, “Your passion is your pathway,” now guides educators, therapists and parents in tapping the deep potential in all of us.
